Item 8.01 Other Events.
On July 1, 2022, Commonwealth Edison Company (ComEd) filed with the Illinois Commerce Commission (ICC) a proposed plan (Plan) to promote beneficial electrification efforts in its Northern Illinois service area. ComEd was required to file the Plan under the provisions of the Illinois Climate and Equitable Jobs Act, P.A. 102-0662, which was signed into law in September 2021.
ComEd’s Plan is designed to meaningfully reduce barriers to beneficial electrification, including those related to upfront technology adoption costs, charging costs, and charging availability; promote equity and environmental justice; reduce carbon emissions and surface-level pollutants; and support customer education and awareness of electrification options. The Plan divides ComEd’s proposed activities into five major program areas: (1) a residential program; (2) a commercial and industrial and public sector program; (3) a customer education and awareness program; (4) a pilot program; and (5) various administrative activities supporting all programs to aid overall plan implementation. As proposed, ComEd would expend $100 million during each of 2023, 2024 and 2025. The Plan requests recovery of all those costs through a rider mechanism, under which certain of the costs would be amortized over ten years with a return on the unrecovered balance.
The Plan is subject to review and approval by the ICC in proceedings in which interested parties may intervene. The proceedings are expected to culminate in an order from the ICC, which is expected to be issued no later than the first quarter of 2023. No assurance can be given as to the terms of the Plan that will be approved by the ICC.
